You must contact the current gas and electricity company and give them the meter readings from your Move In Form. After this, you can choose a new energy company if you want.
You can ask your energy company to install a smart meter in your home. There is a national plan to fit smart meters, and they can help you use less energy and manage your bills better.
If your home gets fuel from the MOD, you will get bills from the DIO Utilities team, not a normal energy company.
The team will contact you when you move in. A set amount will come out of your pay each month, and this will be checked against your meter readings once a year or when you move out.
You must check your payslip to make sure you are being charged correctly and give meter readings when asked. It’s a good idea to take photos of your meters when you move in and out.
If you have questions, you can email: DIORDUtil-SFARec@mod.gov.uk
The MOD may not supply all your energy. They might only supply gas or only electricity. If they only supply one, you must choose your own company for the other and pay that bill yourself.
Some bigger homes may get help with energy costs through the Fuel Subsidy Scheme. If your home qualifies, you will be told when you move in and sent a form to fill in.
If you are accepted, you will pay set charges each month through JPA. These charges cover the main heating and lighting in your home. The charges will be checked against your meter readings at the end of the financial year or when you move out.
You must check your payslip to make sure you are being charged the right amount and give meter readings when asked. It’s also a good idea to take photos of your meters when you move in and out.
For questions or to check if you qualify, email: DIORDUtil-FSS@mod.gov.uk
You must contact your energy company to remove any pre‑payment meters before you move out. We cannot do this for you.
If you leave a pre‑payment meter in the home when you leave, you may have to pay extra charges.
If you have problems with your water, like strange colour, low pressure or no water, report it to the National Service Centre Repairs Team. They will send Amey or VIVO to fix it.
Families do not pay water bills, even if there is a meter. All bills go to DIO Utilities.
From 1 August 2024, people living in SFA through Virtue of Appointment must choose their own gas and electricity company and arrange how to pay the bills. They can then claim the money back through JPA.
This replaces the old MOD system, which did not work well for homes. The new system will start for anyone moving into VOA SFA from that date. People already living in VOA SFA will stay on the old system until they move or their status changes.
Service personnel can claim back utility costs by using the JPA Business Process Guides and Self Service User Guides at JPA Splash Screen and JPA User Guides and Forms.
If your home has MOD‑supplied energy, you cannot choose another supplier for that fuel, but you must arrange your own supplier for any energy the MOD does not provide.

DIO RD Utilities are not responsible for bills when a home is empty. If you get a bill for a time when the home was unoccupied, send it to the right team:
For empty PFI or BLH homes: Email DIORDAccn-PFI@mod.gov.uk
For all other homes: Check the map to see who your maintenance company is, then send the bill to:
– North, Central & NI: utilitybill@ameydefenceservices.co.uk
– South: utilities@vivodefence.com
